With reference to previous correspondence regarding the release of the "Carisbrooke" pending the decision of the High Authorities at Peking I am directed by His Excellency The Administrator to state to you that this Colonial Government; on behalf of that of the Straits Settlements guarantees the security, 1/40000 which is required for Is Brooke Robertson C.B. Her Majesty's Consul at Canton.
